  • Facilitated the development of a standards- and performance-based educator preparation program approval process, including the redesign of baccalaureate and post-baccalaureate Certification Program Approval Standards, designed a primarily performance-based program approval process, created and piloted qualitative rubrics for candidate portfolios and unit/program standards, designed and implemented candidate portfolio scorer training, designed and implemented site-team procedures, processes, and reporting; system accommodates not only current joint state/NCATE site visits, but also anticipates both NCATE 2000 standards and NCATE performance-based partnerships; INTASC- based standards and rubrics (candidate and unit/program), as well as training and site visit processes, are replicable for other states.

  • Facilitated the development of Missouri Department of Elementary and Secondary Education policy, regulation, standards and portfolio assessment rubrics, and curriculum guidelines for pre-professional teacher education programs (2- and  4-year); new system not only facilitates students transferring among institutions,  but also sets the stage for a performance-based substitute or  paraprofessional teaching certificate; required adjustments to baccalaureate program  approval standards for application to performance-based program approval for community colleges offering an Associates of Arts pre-professional curriculum in  teacher education; INTASC-based curriculum guidelines, standards, and rubrics are replicable for other states.
