Analyzed and reported on Missouri Department of Elementary and Secondary Education certification and licensure policies, rules, and regulations with an emphasis on shifting state policy for initial, endorsement, and continuing licensure from a Carnegie-unit/transcript-analysis based system to a performance-/competency-based system.
- Assisted in thearticulation of the Missouri/NCATE joint partnership, with work underway to transition from a state/NCATE joint partnership to a performance-based partnership, featuring a decentralized process not requiring a state agency to approve
individual applicants' performance documentation.
- Initiated redesign of the Missouri Department of Elementary and Secondary Education continuous licensure system from a Carnegie-unit/transcript-analysis based system to a performance-based system emphasizing INTASC-based expectations for the induction years and leading toward National Board examination standards and procedures for more experienced educators.
